I am backing up my PC to my work PC using Netsupport.
I have 448 up according to the router, the remote software won't go over 48kbps
Any ideas why?

sh!t software? ::)
At work it is plenty fast - at home it is slow.
We use it to all of our customers.
9 hours 1.5GB shifted

It could be a setting on the router that is throttling the speed or something with one of the network cards,
is it a wired or wireless connection?

448kbps upload. Can you clarify the remote software speed - is it 48kbps or 48kBps, as the later would appear to be right.
