Had to check on Wikipedia but it seems it was Harold Macmillan also.
The UK applied to join the European Economic Community for the first time, the application split the Conservatives and was vetoed by Charles de Gaulle; acceptance of Keynesianism; Rent Act 1957; Wind of Change speech; Notting Hill race riots and New Commonwealth immigration; beginning of Beeching Axe; Night of the Long Knives; Cuban missile crisis; Profumo Affair.
Really Sad that was.

Who remembers the CONES HOTLINE?
The Cones Hotline was a telephone hotline introduced by the former Prime Minister of the United Kingdom John Major in June 1992 to allow members of the public to enquire about roadworks on the country's roads and report areas where traffic cones had been deployed on a road for no apparent reason. The telephone number for the hotline (originally 0345 504030, later 08457 504030) was usually displayed on signs after sections of roadworks.
The hotline was widely seen as being a waste of government resources, costing several thousand pounds per year to run. It was quietly disbanded in September 1995,[1] having fielded a total of fewer than twenty thousand calls. It was rumoured that many of these calls were not serious enquiries, with many a prankster calling up to request a "'99 with raspberry sauce".
The telephone number for the hotline is still in use today for general enquires, feedback and complaints but is now known as the "Highways Agency Information Line".[2]
The service did inspire the term cone syndrome, to describe a piece of legislation made by a government that seems to serve no real purpose
It was mentioned in the television series Grumpy Old Men by Rick Wakeman, who said that nobody really knew what it was for:
"I've spotted some cones." "How many?" "About four and a half million on the M6, doing absolutely nothing." "Thank you for telling us."

The country was never the same again. The Empire feeling finally gave up! :D :D ;)

THE HEADLINES
l The Government signalled it intended to renationalise the British steel industry but faced strong opposition from the steel companies. Prime Minister Harold Wilson had published a White Paper, which outlined the Government's plans to issue a £650m pay-out to shareholders of the 14 steel companies. Wilson faced opposition from both those against the bill and those who thought £650m was 'madly overgenerous' as one MP put it. Wilson got his way, though, and the industry was nationalised in 1967 after Wilson was returned to office. It was privatised again in 1988.
