They seen reason at last, after receiving a fine for a contravention, appealing, that being rejected, me not doing nothing (well tried to pay online but their site had IT issues and I never called TFL to advise them). I left it got a raised fine of £180, phoned them, then sent an e-mail in asking them to accept £60 explaining the various issues with thier rejection and IT systems. Then on Thursday got a letter for £180 fine plus £5 court costs :-X >:(, another letter came saturday morning whilst I was at Newent they accepted the £60, which was paid promptly this afternoon :y, Still pee'd off about having to pay them but hey £60 quid is better than £180 quid, whichever way you look at it.

my congestion charge fine for not paying it within 2 days. £420 twice, there computers went down 2 days running. my problem not theres i was told. clamped 2 wheels on my car and bailiff notice on windscreen within a week.

I must have been lucky then. I sent them a nice letter and they let me off. :)
