that does not look right, how can it end that high and that abruptly? A snow plough can't clear it that high :-/
Unless they spray the edges with water, causing it for freeze :-?

While I don't doubt that could be a photoshop.. you do see roads cleared like that (either that or there are a LOT of bored photoshoppers out there).. how about these from Norway:
