I dunno, average speed of traffic on the M27 in rush hour you could probably easily build a wall and no one would notice  ;D ;D ;D

thats an unbelievable story

why did it not occur to anyone at all responsible, that this was so dangerous? how can people lack that common sense?

I don't know. We have it here, too.

I suspect a firm of disinterested contractors was employed to put the wall in place and it was "not my job, mate" to close the road upstream. ::)
