If i wanted to do a check on a person it looks like i cant as an individual without paying some astronomical fee. anybody have any idea,s on this.

No way round it. Pay up. Plus, the person you want to check on has to agree and fill in a form.

ok, lets try another question, if a "person" wants to check there own crb...is it possible?.

Nope. Only organisations or employers registered with the CRB can request a records check.
There are two types of registered organisation:
a registered body - the employer
an umbrella body - a registered body that processes criminal record checks for non-registered organisations

How does the Disclosure process work?
In order for an individual or organisation to make a disclosure application they must either register with the CRB to become a registered body in their own right. This means nominating a lead counter signatory for your organisation who, will have to undergo an enhanced disclosure check themselves. There is however a registration fee of £300. Alternatively an individual or organisation may prefer to undertake the services of an Umbrella Body like Atlantic Data Ltd. who will act as an intermediary and countersign the application on the organisation or individual's behalf. Once either of these two routes has been adopted the applicant must fill out a form which will be checked by the registered body and then sent to the CRB for processing where the police record check and the DH and DfES checks will be done. Finally a disclosure certificate will be sent simultaneously to the applicant and the lead counter signatory of the registered body.

That' right. If you apply for a job at, say, a school, the local authority apply for a CRB check. You are sent a certificate and the HR dept. are sent one. The actual school does not get to see it. It is up to HR to check it and inform the school if there is any reason you should not be employed, but they do not state that reason.
I'm pretty sure the MOD would receive a copy for you.

Yes, one copy goes to the person named on the check and the other to the address on the register for the organisation who submitted the check (so if its not the MOD then check the registered address!).

This depends on the reason for the check, if an employer, then as others have posted, and two are posted out, one to the person and one to the employer, who is the person who requested the check.. :y
If however you are a member of the public, with a concern, or a parent with a new partner then there is an alternative check via the Police under 'Sarah's Law' you need to speak with your local Police child protection / public protection department and they will inform you if your request is eligible.... :y
I am aware of a such a recent check, that on the person concerned nothing turned up, but on the person applying something did ::) ::) ::) I would have loved to follow this through and challenged the person who applied for the check, as it was bang out of order, I was aware of the reason for their request, which was done for little reason imho, but was not allowed to for confidentiality reasons... :( :(
