Maybe its just me.... but to me it from some angles it looks like a design that was taken off the toilet seat part you sit on, with toilet roll spool off :-? ::)

Oh I don't know Den .....
I think the hats were quite befitting of the wearers ,they looked  like a couple of tarts on tour .
Certainly their mothers daughters  ::)
