Title: Council outsourcing...

Using a private contractor to supply services is one thing, but when that contractor then outsources the IT jobs to India, one has to ask why the Council is not protecting the jobs of people here in the UK - after all it is the ratepayers money it's living off.

This typifies the mentality of Britain. I bet the French and the Spanish wouldn't do that.
