Seeing as he had obviously been tracked for quite some time, why were officers not despatched to deal with him. :-?

Because when they do, they get moaned at for wasting taxpayers money dealing with people who can't handle their drink.

Maybe the government should ban alcohol and make cannabis legal instead. We already know that "stoners" don't cause any trouble while they are under the influence, and we already know that cannabis does less harm (pound for pound) to the body than what alcohol does.
