Are any of you gents familular with, or used a CAD design system on a computer, I am looking at one on ebay but need to know if its the right one to draw industrial plant diagrams, ie process flows, pumps, pipes etc.

Egads, it's been a dog's age for me. Are you talking about general schematics, like floorplans? A lot of 2D architectual-type CAD packages do that. The main trick is the libraries, otherwise you end up spending all of your time drawing symbols for pumps, etc.

Here is the link for the one I am looking at, basically I have an effluent treatment plant and I need to draw side elevations of the tanks, showing the pumps, flows and pipes, I was hoping that this one would do that, I have emailed the seller and he states it will.

Have a look at this http://www.textualcreations.ca/TurboCAD%20V11.2%20Deluxe%20%96%20Caboose%20SAMPLE.pdf. It may give you a clue as to whether it's for you. :)

I use Autocad in work and redesigned my Kitchen using it - what a pain it can be sometimes but very good as well as dimensionally accurate at the same time especially when you go 3 dimensional - better stearing away from Autocad and try and get one with the predrawn schematics already programmed into the software - will save you tearing your hair out!!!
