I promis, i've looked for the answer.
Why do you need washer jets when you have Xenon headlights?
Or, why do you need washer jets when you want fit Xenon headlights?

I think it's because they are affected more by dirt on the lens than ordinary headlights :-/ no doubt someone more knowledgeable will be along.........

HID headlights are adversely affected by the smallest amount of grime on them, far more than halogen. Without washers, the lights will quickly become worse than the halogen types. Thats why its a legal requirement.
The headlight self levelling (different from suspension self levelling as thats too slow to respond) is a legal requirement to prevent dangerous dazzling from the very intense HID light.
