MDTM Would be best to explain but basically I think it's all about the way the air is channeled through the engine bay

It will help cooling if you are standing in traffic, it will impede cooling when on the move.
Incidentally, this is the same reason why computers do not work cooler with the lid of or with blanking plates removed at the back...
