Title: xenon lights on elite estate are dim....any fixes?

Hi, as the title says, my elite estate nearside headlight is dim. They are the xenon units. Do I need another one, or is it just a bulb or earth problem?

I would start by swapping the bulbs around to see if that makes a difference
