How do u set the idle on a 96 2.5 TD CD.

It is fully controlled by ECU, why do you need to adjust. If it is not around 700rpm, then you have another problem.
There is a small adjustment available via Tech2

right, in that case you need to work out why its that low, as ecu will try to keep around 700rpm. I don't think (could be wrong) that ecu will allow you to adjust that low.
Tech2 - from memory its under either Additional Functions or Programming

If you have access to a (real) tech2, look for engine DTCs, and also live data, checking what desired rpm is, compared to actual.

Is that the same for th 2L 16v x20xev ecu controls it? Only have noticed some sort of adjuster at the carb end of the throttle cable :question

You aint got a carb ;)
2.0l petrol, idle controlled by Idle Control Valve, itself controlled by ECU. Do not adjust the screw on the butterflies, you will bugger up the idle.
