Title: handbrake shoes worn down

hiya ,
 just wondering if anyone as seen this before,
 went to adjust my handbrake shoes and they are down to the metal,, completely worn out,, these type of handbrakes are the same as most vauxhalls but i`ve never seen them this worn,, i never noticed them binding .
 as i understand it all these shoes do is keep you stopped so why should they ware down?

Is your cable seized?  

I've had this on 2 cars - at the back just where it enters the outer sheath, the plastic coating seems to wear through, cable corrodes and then sticks.

car has just had MOT and failed on headlight and n/s handbrake,, the tester told me tha cable was fine,, its a 3L auto but cant see why that would make it worse,,, the first thing i thought of was as someone being doing handbrake turns,, ha ha,,

check the cable is moving freely at the back.
Was this on one side or both?
