I lost one of the two o rings that seals between the front of the black vacuum chamber and the throttle body. I replaced it with an o ring I found elsewhere but it's slightly too large and doesn't seal well. It hisses quite obviously when running and I'm wondering if this would cause inadequate operation of my hbv.

I would say it would cause inadequate operation of the engine running, and a higher mpg,
they dont cost more than a couple of £££ better getting new ones, if you leave it you will get all sorts of probs.

The O rings are on the breathers so would not affect vacuum (but would affect fuelling as un-metered air is getting in)
The special seal under the black breather assy would affect vacuum and can split if the breather has been removed.
Also check out the vacuum reservoir above the pollen filter, there should be vacuum on its output for several minutes after engine-off. If not look for a vac pipe that has worn through, split rubber connectors ar a failed non-return valve on the vac reservoir
