I have had advice to flip it round when fitting a new crank seal, but can someone confirm this washer should be a tight fit over the crankshaft, have a thickness of about 12mm and a wall thickness of about 5mm?
If that's not it, what dimensions should I be looking for?

Thats it, a right big bugger.
Give it a good clean up before fitting and as had been stated, turn it round so the seal runs on fresh metal and not the worn groove that will currently be present.
It can be hard to get off so go careful with it
