Sounds as though the scuttle drain is blocked.  ;)

Have a look under the scuttle n/s. Is there any water in there? There's a grommit right down at the bottom where muck (for want of another word!) settles and needs to flow out. Only place it can go is normally into the passenger footwell. So get your hand as far down as u can (unless u have fat fingers!) & see if u can feel the gromit if not i used a long screwdriver until i pushed the gromit out followed by mucky water. Then u can give it a good clean whilst the gromits dislodged  :y

On the other hand it cud be your HBV leaking but first things first  :)
