Title: handbrake problem

I just cannot get it to bite properly. 

I've stripped the disc off and had a good clean around the drums.  The handbrake is balanced and adjusted as per the guide but it just does not bite.

The mechanism is not siezed or anything like that, showsa have about 3mm on them

Ideas?  would new shoes help?

when doing hand brake for first time is best to put new shoes on and check the condishion of the dums as well, good clean with a wire brush on drill,. if when fitting the new shoes it dose no work and you have followed the page for hand brake then would think you may need some new disc's., also make sure the cable more free and no splits in the wire as this can stop movement as well. give a good grease of the cables at both ends. also if the old shose are contaminated they will not adjust properly as well.

am familiar with the guide - been following it

to be honest, I'm stumped.  I'm using Ferodo shoes and they look pretty glazed - wondering if they are just too hard...
