if i switch all heater off then they stop working bu if is on they work all time. its all the time on HI. and engin tem. lower than 80

Have you tried resetting the heater controls
Don't know if it'll make any difference

If you're talking about the fans in front of the radiator then yes, they work all the time when the air conditioning is on (or climate panel not in "ECO" mode). This is normal. It's because a stream of cold air over the condenser (in front of the radiator) is required for the air conditioning to work effectively.
