either a filling loop from cold supply to rad circuit or a small tap built into the boiler pipework underneath.

Usually there will be a loop by the boiler, the only problem being there may not be a link pipe.
It should involve some sort of tap from the cold water supply and a non return valve on the boiler side with a flexi-pipe between the two. It is not permitted to leave the link connected to prevent dirty water being forced into the fresh water supply (hence the non return valve....)
Once you connect the water supply and turn it on the pressure guage will go up but you will need to bleed the radiators to clear any air in the system.
