Title: Fuel pump question....

Should the fuel pump purge the lines with just the ignition on or is it only active when the engine is cranking/running??

Only asking as i have changed the fuel filter today and it took 4 attempts to start, ie:-to get the fuel back in the filter and lines, but when i done a Vectra the other day the pump ran with the ignition on and so started first time :-/
