Yes, but do not think you get infinate attempts at this. RADIO SAFE means codelocked, and the penalty timer is then active. After a period of time between 2 mins and 10 hours another code entry attempt is allowed. You have a maximum 10 chances to enter this before radio permanently locks.
Ahh yes, I know this, was just saying that mine showed RADIO SAFE and yet I still got the opportunity to input my code. I just had to wait.
As said, if you wait for 11hrs and still it shows RADIO SAFE then yes, decoding is the only way.
