Fan blower stays on even when every things all shut down, i am having to take the fuse out! also the fan being on constantly will not vary its speed! what could be wrong? :-?

Ive just hadmy car moted great! it only failed on the hand brake, but on the advice page they saytheres an oil leak coming from the drivers side. A freind not so long back replaced the cam cover seals could this be anything to do with it? :-/
