Major el. issues

Hi guys, my omega is having some electrical issues, I thought it was the ABS module but it seems there is something else wrong.
Few days/nights ago instead of all the gauges working I got this

after a minute or so I got true readings back as seen bellow

Well, this is happening for a while now but I had enough of it when while ABS light was on I put long beam lights on....there was just a flash and they died. Bulbs are gone now and I'm left with HID' s only.
What is interesting, when ABS light is on and panel dead I get really strange readings on voltmeter. When panel works fine, there is 14V from battery.
When the gauges/panel is dead I got more than 17V (!!!!!!!) from battery and I believe that's the cause of long beam bulbs gone. Does anyone know what causes this problem? Althernator or something else? Thanks in advance, Stan

Oh and I forgot to say it happens only when engine is cold or there is some moisture/rain

more than about 14.8v, regulator knackered...  ...try another alternator
