Given the info about direct wiring to the solenoid, is it possibly simply the ignition switch ??

No contact when moving the key to the "start" position = broken wire/contact in the switch ??

or would that be way too simple a thought ??  ( 'cos I is simple ...  :)  )

Securely clamp a jump lead from the battery negative post to, say, a manifold stud on the engine.

So the mech has confirmed there is voltage going to the  terminal on the starter motor when the ignition switch is turned to the starter position.  can`t be anything else except a duff starter motor or the engine is seized solid. with everything switched off get a socket on the crank pulley & try to rotate the crankshaft. if it freely turns then all that is left is the starter motor. :y

Do this before you do anything else !
Just do it ...

How do i check starter relay as i have not a clue?

Post 95-96 Omegas do not have a starter relay. Direct feed from ignition switch to starter solenoid if manual, if auto, feed is linked through inhibitor switch under gearlever gaiter.
OP, have you checked the round connectors by battery are all secure and locked in position

Mine, which is emitted in '95 has starter relay that was really surprising when exploring it at starter swap. One of my firends has a miggy like mine, which does not have relay though. ??? So every Omega full of surprise!  :)

95 was the cutover from the earlier relay based immobiliser to the full electronic system and hence why early cars have the relay (and the IR receiver)
