Be interesting to see how a handicap system would play out 

for example: 

Previous seasons champions are the scratch team with no points added to start

second would get 1 point ,  3rd  2 points  & so on until  the team who just scraped in last season would get 16 points

The 3 teams coming up from the championship would all get 17 points each to start

It would be mighty interesting  to see how it all pans out
