How on earth are they going to enforce that?!
By setting up random road blocks and completely restricting the freedom of movement of the entire population. Then the general populace will get so fed up that they will rat out anyone to the KGB (or whatever it's called today). Meet the new Russia, same as the old Russia...

Russia is a Mafia state, the lower order gangs tow the line, if they don't then bad things happen, if they carry out Government dirty work then they are rewarded with good things happening, like lucrative Government contracts. This is how Putin keeps everybody inline and any that don't stay inline, end up in jail for fraud or tax evasion or worse happens to them.
If you run an up and coming business and catch the eye of one of Putin's henchmen then you are made an offer you can't refuse, refuse it and you join the other alleged 1000+ former business owners in jail.
