I'm not an AC expert, but that me looks like it could be the compressor, the pipe to the compressor or the seal between the two.

Can they be repaired? Is second hand normally any good? Or new only?

Second hand is ok if you know it came off a working system,sadly the newest second hand is now 12 years old unless vehicle history suggests its been replaced before

Is new the only way to replace? Can they be refurbished?

Any good? Or is it VX?

At that price I would try fitting two new seals first
If you can find a compressor seal, kit please post were from,only place I've ever found was Americee,and they wouldn't ship, O' rings for the pipes are available.
Compressor is a Delphi,(cant remember the number) was also used on some Renaults and Nissan's.
