What is this pump/device on my Omega?

Hello,
I have an 2001 Omega Elite 2.2TD and am perplexed as to what a device is under the front offside valance does. It is between the bumper and the inner wing and it has coolant hoses going to it, one from the water pump via a valve and the other to the heater matrix. I assume it is some sort of pump, can anyone enlighten me as I believe it is seeping water and want to check to see if it is this device or the hoses leading to it.

It's a diesel coolant heater that is supposed to fire up when the outside temperature is lower than a preset level. On my old DTi it had been removed due to leaking diesel and the coolant pipes simply joined together with a length of copper pipe and two jubilee clips and the diesel feed plugged.
