As I understand it, that bung has a small flap built into the base of its moulding, the main purpose of which is to close under air pressure from below, thus preventing any engine room fumes from entering the cabin, but opening under the weight of rainwater from the skuttle drain to allow it to leak away.
Mine was SO choked up that when Serek serviced my car, he just threw it away - that tells you how useful he thinks it is!

Last time I had misting up, it was the HBV packing up and it was only a year old. Put in a new one and all was fine
