There's no problem with a Powerline adaptor that chucking it in the bin won't solve. ;)

Makes me wonder if the Powerline adaptor goes into some different mode when the router is not there. Could just be that the Ethernet ports don't negotiate properly when one end initiates it.

I recall a Broadcom chipset issue with either the auto-neg or auto MDIO

Try streaming video over wifi......it aint gonna work....ive tried  ;)
So unless I run cat5 cable about the house the powerline adaptors do their job  :)
Theres one on the server, another on the router and one on the tv  :)

The powerline adaptor connected to the router goes into 'sleep/standby' mode when the router is off

You need better Wifi then - the one here can easily max out my fibre line...  ...in fact, the Access Point needs to be on a gigabit connection, as it can max out a Fast Ethernet connection.

I'd always recommend cat5 over any other option such as wifi or powerline.  However, that's not to say powerline adapters have no place...   ...but the cheap ones are more trouble than they are worth. I have had reasonable success with BT Homespots - https://www.shop.bt.com/products/bt-wi-fi-home-hotspot-500-kit-075598-9BRT.html - which gives me 2 Ethernet and a wifi hotspot in the garage, but it's outperformed by the Wifi I've currently got in the house.
