Ok maybe its not completely unheard of, but the incidence of ISIS style attacks (as opposed to Chechen separatist attacks, which is an internal Russian problem) is very much lower than we experience in the West. In fact the one in the BBC link, which has just happened, is the first I have heard of (or remember)  :-\
I would imagine the Russians will now take whatever action they feel is needed to try and nip it in the bud. We cant do that currently.
I don't recall hearing of anything in the smaller eastern European states, which may be easier to police (more comparible with the UK) whereas Russia is vast and by definition more diverse, which can brings its own challenges as it does in the U.S.

I think one big difference between western and eastern Europe is the level of democracy, or rather lack of it in Russia in particular.  Our security services have to conform to all the standards that have been set to maintain justice for all, like PACE and the IPCC to monitor the police in the UK.  In Russia I am sure it is a very different story; no doubt it is a case of justice of a type, rough and given out by the security forces without scrutiny by anyone, as it was in the case of British policing many decades ago.  They "take care" of any growing threats without the need of our complicated justice system.  Threats are eradicated quickly and effectively, as they were under the communist system. ;)

Agreed, but ours are also bound by EU law on top of what used to be our own justice system, which often severely limits any action that can be taken.
Freedom of movement being the most obvious example, along with the judgements and rulings from the ECJ.
We are known as a soft touch and a soft target, and that really needs to change.
There are no obvious potential leaders on the horizon who would be willing and able to take on the job though.
I vote for TB and his mass cull personally.  :)

No real surprise as much of ISIS has been recruited by the FSB in Chechnya, Uzbekistan and other -stans where it is a classic Russian Active Measures operation where you make a group look so much worse than who you are protecting, in this case Assad, to make them look the moderates in comparison. The danger is the possible blowback from this and also the Russian Separatists (contract Russian mercenaries) in Ukraine where they don't want their nationalism and military skills back home potentially causing trouble, but they are struggling to keep them out! :o :o :o

By the way, this type of recruitment and operation is not exclusive to Russia where a similar operation was used by the French and Algerians to defeat Algerian terrorists and win their civil war in the 1990s. :o :o :o

Russian justice or all too often injustice is not independent of their politicians or security services who call all the shots in major cases if there is a good angle for strengthening Putin's regime and popularity or he needs to send out a message to a group of Russians. The clipping of the wings of the Oligarch Mikhail Khodorkovsky is a classic example. Since 2014, there have been and there are still ongoing Soviet-style show trials of Ukrainians, especially Crimean Tartars. The most famous of which is Ukrainian helicopter pilot Nadiya Savchenko. The famous ones that are murdered for being a nuisance to the Putin regime like former Deputy Prime Minister Boris Nemtsov you get to hear about in the West, the nobodies just disappear. :o :o :o

I did wonder if they were waiting to inform the family in person before publicly confirming it :'(

At least they now know.
