The report says that it wasn't developed as a biological weapon, and probably wasn't genetically engineered, and Chinese authorities were not aware of the virus before the initial outbreak.

No-one doubts the first reported infections were in Wuhan, China, but I'm struggling to see where it says the infections were in anyway deliberate or state sponsored.
