its not easy to go Bankrupt these days, you have to prove you have not squandered your money, if you have a business thats gone under then that acceoted, but if you just maxed out the cards then quite often you wont be granted bankruptsy

The state doesn't pay for bankruptcy. You do. For 3-5 years if you are earning.
