Pete the meaning of 'Chav' is offically (New Oxford Shorter Dictionary 2007) described as:

...from the name of Chatham in Kent, or from Polari chavy child, from Romany chavi or Ploari charver a woman, esp. a prostitute. from Romany charver to copulate with.]  

In the UK, a young lower-class person typified by brash and loutish behaviour and the wearing of (real or imitation) designer clothes.
