Buying property freehold

My sister lives in a 1970's semi-detached house in Lancashire which she bought as Leasehold. The freehold owner has approached her and offered her the chance to buy the freehold but says she only has until the 30th day of next month or she will be too late. Can they legally state this?

Sounds like he is after some quick money if the time scale is so short.  Dont know the in's and out's of it all but after you read the website HC has mentioned then consider a word with her solicitor to look over the leasehold details.
