Kevin is correct, its the microswitch in the valve that fires the boiler, not the stats or programmer.

The easy test is to turn the hot water on (ensure there is demand by winding the stat on the tank up) and then set the manual lever on the side of the motorised valve to allow flow to the heating system and check to see if the rads get warm
