Or is it a case of the majority of people in this country are fed up being up in arms at the Government for their lack of 'balls' to do something about things like this. The Government not listening to us at all anyway, doing their "we're alright, so F you lot", so leads to "What's the point they won't do sweet FA, so why bother".
Any other country and they would of probably let them live in the mess and got them to rebuild it. Here they won't because they (government) are probably too worried that the little diddums will hurt themselves and then sue.
I don't know, the more I hear news like this, I feel I'm getting more bitter & twisted about living in the country. And those that can change things for the better having the lack of balls to do something about as it's more about looking after their own interests. 
There are many ways of looking at this GM and your analysis is as valid as any other.
In my view if people really wanted to express their concern about the way this country was governed the polling figures would be much larger than they are.
There can never be any excuse to become apathetic when such serious issues are being examined.
In the practical sense (and paradoxically) there's little there can be done about it short of widespread street protest - which can run out of control in my experience - as there seems to be little choice to be had on the political front.
I think it will take time for a popular political party, whose core value is to put the people on this country first, to come to the fore - but this can only be achieved if people become interested in the political process from the local level up and less in the television and associated distractions.
In JFK's words;
"Ask not what your country can do for you ask what you can do for your country".
Interesting comment there Z, but think those days are far and long gone now. If you take society as a whole, unfortunately it does look as if the generation that is coming up behind us are very much a 'take care of myself 1st, worry about everything else later'.
I don't know, maybe I've become too cynical these last few days how my personal life has taken a turn.
Whilst the JFK's quote you stated was at the time a powerful sentence in which to strike up 'being together' as a country, you have to remember that in the 60's America was very much 'the president' is a good man, as this was the way his party did well in PR. But you only have to look at behind closed doors of what we've learnt later to see all wasn't a saint figure at the end of the day. And we come back to the same thing, damage limitation and we'll make sure we're okay.
It would certainly be wonderful if we could get a government in that really did understand what the public would like and to get this country right again. Trouble is, that'll only work in the environment of films !!!!.
