very short sighted policy not to help poorer countries - we're the 4th largest economy - if we cant help out the little guys, then what hope is there for the future of mankind?

I am generally ok with the policy but we are giving a lot to Zimbabwe which is not good in principle unless there are strings attached - if there are then I am not sure what they are.
