Dont agree Im afraid Bruce. It s surrender in the war on drugs and it wouldnt work imo.
Free drugs would presumably be for adults ? 18+. The dealers wouldnt just give up and go away. They already deal to under 18,s and they would deal to little kids through the school fence (free jelly babies with every bag of crack) if they arent already.

my nip (19 next month) was whinging about all the drug pushers in the city the other weekend so much so he doesnt want to go again. i presume the "pressure" is due to the age and inexperience and for the pusher a long term customer. it worrys me that, although in a group, if one succumb, other freinds may follow...
