With the air bag light on, the air bags are not functioning.

Could be a sensor has failed.

You would have to have a diagnostic check to find out.

Not sure if you can do a papaer clip check on yours.

It needs a code reader or tech2 to read and clear the faults on the airnag setup.....is the horn working?

As M_DTM says, a code reader capable of reading airbag system required....
