Power steering fluid

Guys

Quick question, i have checked my fluid and need advice. the cap has a plastic stem, with 2 notch like marks.
Does the fluid need to be at the top notch?

Top notch on a hot engine, lower for cold.

and i was always thinking that lower is min and upper is max, and by that i was always putting oil to the upper notch, even when cold :).

but now when the pump is leaking it doesnt mather cause i have to top it ewery week.
