Xenon headlamp levelling controller unit

I’ve got a 2002 2.2 CDX petrol Omega and I have a Low Beam Fld/Vision error on the dashboard display.
Normally this is due to a jammed suspension level sensor, and both headlights go to an extremely dipped position.
In my case both stick somewhere in the middle, in the same position. Headlamp motors look good. Suspension sensors look OK. So I think the controller is bust, or has lost power. Perhaps a loose plug.
 
Does anyone know where the controller is, and how I get to it?
The controller is the box at the top numbered 905659531 as shown on this post http://www.omegaowners.com/forum/YaBB.pl?num=1214429258/2#2

On my pre-facelift the cotrol box is under the off-side (drivers) front wheel arch. Remove the plastic shield and the box is towards the front.

I seem to recall that it's under the front offside wheelarch liner.

I changed mine, didn't make any difference.

Check the wiring where it enters the plug on the levelling sensors. Mine was broken inside the insulation :y

Thanks for the help. I was able to meter and compare both sides of the lights  from the contoller, and find the problem.
Problem was on one of the feedback potentiometers on one of the motors.  Water ingress, but not obvious from outside the case.

I know you say you've now identified where your problem is, but my sensors both looked OK but the FNS sensor was fubar'd. A 'new' sensor cured mine.  :y
