That sounds like the throttle control going into limp-home to me, so it's either the throttle body servo or pedal position sensor, IMHO.

As TheBoy said, get some live data, and see what happens to reported pedal and throttle positions as you move the pedal / throttle. The sensors are dual redundant so you will see 2 voltages plus a percentage for each.

Also worth taking the throttle body off and giving it a clean, making sure it can be opened smoothly and is springing back closed.
