TBH I dont see whats wrong with reporting hitting a cat. Sure the likelihood of hitting a feral cat  is higher than hitting a feral dog in this country but chances are ,if you do hit one, it is someones beloved moggie not a feral one. And -as most cat owners will tell you-they are as much a part of a family as any dog can be and a missing or injured pet (regardless of species) causes  the owner distress. For similar reasons as to why motorists should report hitting a dog then, why not report cats also?Think it'd be taking it a bit far to try and "blame" the owners though in order to seek any compensation for damages to a vehicle! Oh, and please dont tell me that cats have inherently less road sense than dogs because they dont but theyre cats, not dogs , and theyre pretty hard to train! ;D I thoroughly recommend anyone who has not heard Eddie Izzards sketch about cats and dogs to have a listen  :y
