I think that the rest of the EU will at some stage make the decision for Britain, by issuing an ultimatum.  Either your fully in or fully out!! 

The government of the day will then say we're out, and whichever party is in charge at the time can thereafter claim it wasn't their fault as they were forced out by the nasty French, Germans and the rest....

Problem is, the rest of the EU, with a couple of exceptions, are busy being bailed out, or teetering on the brink of needing it.. so whatever bravado they come up with, they won't want to see the back of a net contributor to EU funds.
