It reminds me though that My photo-card licence needs renewing this year.... ::) ::)

Yes and no. It goes some way to standardising, but still there are many differences between entitlements / validity across the countries. Many mainland European countries have had the cards for donkeys years but those differences still exist. And all countries have had a "European" license for years i.e. the EU symbol making it valid for the holder to drive in all the countries.

As the article says it is more about entitlements and validity. And ensuring a person only holds one. I have many friends who have more than one license, after living in different countries. One guy has 4.
