Its shown at college's to the youngsters to try and teach them,also shown as part of the new driver cpc,
But nobody seems to take a break o notice,the amount of people still doing it is on the up.

On a few occasions ive seen people behind me on the phone,and just sat there,they do get upset,or if you drive past someone on the phone,let rip with the horns,makes them jump
