Heater matrix logic

Does someone know, how the heater matrix works?
For example, when I set my climate control to "Low", it automatically closes recirculation flap. Is it normal?
When outer air temperature is, like, 27C, and I set climate control to 19C, it sounds like it also closes this flap, no reaction when I press the corresponding button. But if I have, say, 22C outside, recirculation flap works.  I wonder, is it a malfunction of some sort, or it's just stunning German design?  :)

Sounds normal to me. Recirc is used when maximum cooling is required as it avoids drawing in more warm air from outside the car.
